Update on AOC Utility Tunnel Improvement Projects

The following is an update on the activities the Architect of the Capitol is undertaking to make repairs to the underground utility tunnel system. The tunnels, which provide steam and chilled water to heat and cool facilities across the Capitol campus, are 50 years old or older, and are in need of repairs to extend their useful lives. 

As part of the Utility Tunnel Improvement Program, several projects are underway in tunnels to ensure their structural integrity. This work involves concrete repairs inside the tunnels and excavation around numerous manholes or the installation of new manholes to provide better egress from the tunnels. In some work areas, new egress points have been installed, and these new egresses will be used to access the utility tunnels to complete underground concrete repairs. This work will involve little or no disruption in these areas. View map of work sites.

Details about the ongoing work are provided below. 

On or about August 15, 2011, the Architect of the Capitol will commence with maintenance activities within the tunnels’ distribution system. The planned activities will be conducted in two phases. Phase 1 maintenance activities are scheduled to be completed in December 2011. Phase 2 activities are scheduled to begin in April 2012, weather permitting, and are scheduled to be completed by fall 2012. Impacts to traffic and/or pedestrians will be minimal. The AOC will provide additional updates should this information change.

SECOND STREET, SE, PROJECT WORK

Location:  Second Street and Independence Avenue, SE, near the Library of Congress James Madison Memorial Building.
Project duration:  COMPLETED. 
 
Location:  Second Street, SE, on the grounds of the Thomas Jefferson Building.
Work hours:   Work occurs between 5 a.m. and midnight.
Project duration:  ONGOING.  Work scheduled to be completed in November 2011.
 
Location:  Second Street, SE, in sidewalk area outside of the John Adams Building.
Work hours:  Work occurs between 7 a.m. and 7 p.m.
Project duration:  ONGOING.  Work scheduled for completion in September 2011.
Update:  Two-way traffic and sidewalk access has been restored.
 
 
CONSTITUTION AVENUE/FIRST STREET, NE, PROJECT WORK
 
Location:  Constitution Avenue, NE, in sidewalk area outside Hart Senate Office Building.
Project duration:  COMPLETED.
 
 
Location:  Constitution Avenue, NE, in sidewalk area outside Russell Senate Office Building.
Work hours:  Most work occurs between 7 p.m. and 5 a.m.; however, daytime work (low-noise work) is planned.
Project duration:  ONGOING.  Work scheduled for completion in September 2011.
 
 
Location:  First Street, NE, in sidewalk area outside Dirksen Senate Office Building.
Work hours:  Most work occurs between 7 p.m. and 5 a.m.; however, daytime work (low-noise work) is planned.
Project duration:  ONGOING.  Work is scheduled for completion in September 2011.
Impacts:  Several parking spaces on the east side of First Street, NE, are impacted due to excavation.  The sidewalk on the east side of the street is closed.
 
 
FIRST STREET/EAST CAPITOL, NE, PROJECT WORK
 
Location:  First Street, SE, at East Capitol Street, NE.
Work hours:  Work occurs between 7 p.m. and 7 a.m.
Project duration:  ONGOING.  Work scheduled for completion in late-August 2011.
Impacts:  Two-way traffic on east bound East Capitol Street restored in July.
 
 
MANHOLE REPAIRS/MODIFICATIONS
 
Location:  Senate Parking Lot 19, D Street, NE, between First and Second Streets.
Project duration:  COMPLETED.

Location:  Columbus Circle and Massachusetts Avenue, NE, (near the Thurgood Marshall Federal Judiciary Building).
Project duration:  COMPLETED.
