This aerial view taken December 22, 2004, shows the 175,000 granite paving stones that were in place on the plaza deck. Also visible are the grass beds and new skylights near the face of the Capitol. Clean-up activities in anticipation of the Presidential Inauguration occurred throughout the plaza to prepare the area for the arrival of the presidential motorcade and to accommodate other ceremonial activities. Below the plaza deck, all major structural work was substantially complete with only minor concrete placements and waterproofing activities left to occur. By this time, all interior spaces had been turned over to the Sequence 2 contractor, Manhattan, who then began to apply a fireproofing material to all steel throughout the structure and continued to install mechanical, electrical and plumbing systems in all areas of the facility.
