Mr. Louis Scalfari graduated from The Catholic University of America of Washington, DC in 1980 with a BS in Civil Engineering. Mr. Scalfari started his federal career with the Department of the Navy at the Naval Surface Warfare Center in Indian Head, Maryland as a Project Engineer in the Public Works department. He was responsible for large design efforts involving new facilities, equipment installation, and demolition of facilities. In 1987, he was promoted to Command Architect of the Indian Head base. His responsibilities included ensuring efficient facility utilization, development, and land use for over 3,400 acres and 1,800 buildings and remained in that capacity until February 2003, when he joined the Architect of the Capitol (AOC) as a Facilities Planner/ Programmer. In 2005, he became the Assistant Director for Planning and Programming and managed the Facilities Condition Assessment and Capital Budget Programs until 2007.

In 2007, Mr. Scalfari was promoted to Deputy Facilities Manager for the Supreme Court of the United States, Office of the Architect of the Capitol and in January 2013, Mr. Scalfari was appointed as Acting Facility Manager, Supreme Court Building and Grounds. He is responsible for the structural and mechanical care of the United States Supreme Court Building and Grounds, to include alterations, design, construction of new facilities and the supply of mechanical furnishings and equipment for the Building. In addition to the Supreme Court Building, the AOC has statutory responsibilities for the Thurgood Marshal Federal Judiciary Building. Mr. Scalfari is also responsible for the structural and mechanical care and maintenance of the Thurgood Marshall Federal Judiciary Building and improvements, including the care and maintenance of the grounds of the Building, in the same manner and to the same extent as for the structural and mechanical care and maintenance of the Supreme Court Building.

Mr. Scalfari has served as an adjunct faculty instructor at the College of Southern Maryland since 1989, teaching Engineering Drafting. He is an Eagle Scout and former Assistant Scoutmaster for Troop 410 in Pomfret, Maryland. Mr. Scalfari is active in the Italian-American Community and a member of the Lido Civic Club of Washington DC, having served two terms as President and three terms as Vice President. He enjoys running marathons, having run twenty-one marathons since 1998 including the Marine Corps, Disney, Las Vegas, Cincinnati, and Chicago Marathons.
Professionally, Mr. Scalfari is an IFMA Certified Facility Manager (CFM), a full member of the American Society of Civil Engineers, and his paper on “Integration of Facility Condition Assessments, Master Plans and Capital Improvements Programming at the U.S. Capitol Complex” was published in 2006 by the Federal Facilities Council, National Academies.

 

Renewal Project for Cannon House Office Building

Due to its advanced age, the House of Representatives is in the early planning stages for a top-to-bottom renewal of the Cannon Building. The AOC has assembled a team of in-house experts and consultants who are working with House leaders to define key aspects of the project. Construction for the Cannon Renewal Project is anticipated to begin in 2015.
