As General Counsel, Mr. Baltimore manages a team of attorneys and legal staff in advising the AOC on a myriad of relevant legal matters including construction contracts; service contracts; occupational safety and health matters; employment; labor management and employee relations encompassing negotiated collective bargaining agreements, grievance procedures, settling disputes, and representation of the AOC in third party procedures; environmental issues; appropriation law; ethics; new legislation and interpretation of legislative intent; insurance and liability; and property acquisition management. In addition, his office represents the AOC in administrative proceedings; prepares litigation reports to the Department of Justice in suits filed against the AOC; and acts as agency liaison with attorneys of the Department of Justice.

 

Mr. Baltimore received his bachelor’s degree in government from Cornell University in 1990, and he was thereafter commissioned into the U.S. Navy as a Navy Supply Corps Officer.  

 

As a Navy Supply Corps Officer, Mr. Baltimore deployed twice to the Persian Gulf as part of Desert Shield/Desert Storm while assigned as a Financial/Procurement Officer onboard the U.S. Navy aircraft carrier USS RANGER (CV-61); and he managed the supply acquisition requirements for the Lockheed S-3 Viking Anti-Submarine Aircraft. 

 

Mr. Baltimore received his Juris Doctorate from UCLA Law School in May 1998 and thereafter transitioned into the Navy Judge Advocate General’s Corps (JAG Corps).

 

As an attorney for the Navy JAG Corps from 1998-2012, Mr. Baltimore (1) served as the supervising attorney in the multi-office criminal prosecution of felony cases for Navy commands in a 14-state area of the Western U.S.; (2) served as the senior managing attorney for the Naval Station San Diego military installation comprised of over 35,000 personnel and 54 home-ported military warships; (3) managed the processing of all Navy personnel law and legislative matters; (4) managed a joint U.S. and Spanish staff in the provision of legal services to 28 commands and National Support Elements comprised of over 4,000 U.S. personnel in Spain and Portugal; and (5)  managed the nation-wide recruiting program and related budgetary issues for the Navy JAG Corps headquarters and 18 subordinate commands.  In addition, he also deployed to Iraq where he provided legal advice and training on policy and operational matters affecting U.S. and Iraqi detention facility and operations throughout Iraq.

 

Mr. Baltimore retired from the U.S. Navy as a commander after serving over 22 years in 2012.

 

Mr. Baltimore’s numerous decorations include the Bronze Star Medal for his tour of duty in Iraq, as well as 25 additional personal and campaign award medals and ribbons.
