Chief Financial Officer

Thomas J. Carroll joined the Architect of the Capitol in 2009 as deputy superintendent for the House Office Buildings. He was appointed Chief Financial Officer in December 2011, after serving in the acting role since June 2011.

In 2004, he was assigned to the Pentagon, Office of the AF Civil Engineer and promoted to Chief of Environmental Integration Branch, and later Chief of MILCON Program Development Branch responsible for Air Force input to the President’s budget submission. In 2007, he was assigned as Commander, 11th Civil Engineer Squadron, and was responsible for all facility operations, sustainment, and modernization at Bolling Air Force Base, Washington, D.C. In 1998, he served as Chief, Civil Engineer Operating Location Taif, Saudi Arabia, working all engineering design, construction, and operational support to the Saudi fighter aircraft program. In 2000, he was assigned as Chief of Civil Engineering Resources and Requirements at Spangdahlem AB, Germany, ensuring logistical, financial, and customer service support to the base facilities engineering organization.

In 1999, was deployed as Commander, 40th Expeditionary Air Base Squadron at Gioia del Colle, Italy, where he provided full-spectrum mission support. This led to his assignment in 2002 as the senior Civil Engineer at Rhein-Main AB, Germany. Later that year, Mr. Carroll was relocated to Ramstein AB, Germany, as Deputy Chief of Mission Support Inspections, Office of the U.S. Air Force in Europe Inspector General.

He began his federal career in 1989 as Engineering Programmer and Design Engineer in the U.S. Air Force, Peterson AFB, Colorado, and in 1991, was promoted to Executive Officer to the AF Space Command Senior Civil Engineer. In 1993, Mr. Carroll became the Chief of Maintenance Engineering and Chief of Design at Kunsan AB, Republic of Korea. In 1997, he became Branch Chief for Special Programs, Office of the AF Material Command Senior Civil Engineer where he worked the command-wide metrics and measures program to improve operational efficiency across 12 Air Force bases.

Mr. Carroll graduated from the University of Vermont with a Bachelor of Science degree in electrical engineering. He earned his commission through the ROTC program as a second lieutenant in 1988, and entered active duty in January 1989. He holds a Masters degree in administration from Central Michigan University.

The Safety, Fire and Environmental Programs (SFEP) is responsible for ensuring AOC’s compliance with safety, fire and environmental laws and regulations. SFEP, comprised of the Safety and Environmental and Fire Marshal Divisions, establishes policy, conducts oversight and coordinates emergency planning and preparedness. The SFEP is the primary point of contact with external regulatory agencies for AOC’s occupational safety and health, fire protection and environmental matters.
