As Chief Administrative Officer, Mr. William R. O'Donnell provides lead administrative and business support of key agency functions, overseeing the Architect of the Capitol's (AOC) Acquisition and Material Management Division, Curator Division, Human Capital Management Division, Information Technology Division, Office Services Division and Policy Program Office.

Prior to joining the AOC in 2019, Mr. O'Donnell spent his career at the United States Navy and U.S. Department of Defense (DOD), where he honed his administrative and program management skills to become a senior executive with a proven record of leading high-impact, complex operations. From 2014 to 2019, he was the Department of the Navy's Assistant for Administration, providing support and administrative management to the Office of the Secretary of the Navy and its 6,000-member Secretariat, staff offices, field activities and supported organizations.

Before that, Mr. O'Donnell served as the Director of Intelligence, Plans and Resource Integration (J2/5/8R) at the DOD's Defense Threat Reduction Agency (DTRA) at Fort Belvoir, VA, after serving as DTRA's Deputy Associate Director, Business Enterprise. He spent a year as a limited term Senior Executive with the Department of the Navy serving first as the Assistant for Administration (Acting) in the Office of the Under Secretary, then as the Deputy Assistant for Administration.

From February 2000 to June 2007, Mr. O'Donnell served as a Senior Budget Analyst and then Director, Facilities and Support Services Division in the Office of the Assistant for Administration, Under Secretary of the Navy. In this capacity, he led the Department of the Navy Headquarters’ facility recovery efforts during the renovation of the Pentagon following the terrorist attack in September 2001.

From August 1994 to January 2000, Mr. O'Donnell was the Base Realignment Program Manager then the Business Manager for Naval Air Station (NAS) Lemoore, CA. He led initiatives including the $400 million construction site for the Navy's newest Strike/Fighter Aircraft, the F/A-18E/F Super Hornet, at NAS Lemoore; the replacement of over 1,300 military family housing units; the construction of a Naval Hospital; and, the implementation of a commercial activities study of over 700 civilian and military employees.

Mr. O'Donnell's other assignments have included: Public Works Officer/Resident Officer in Charge of Construction at NAS Lemoore; Officer in Charge, Naval Construction Battalion Unit 423 at Naval Station New York, NY; and, Engineering Officer/Officer in Charge, Detachment Diego Garcia with Naval Mobile Construction Battalion SEVEN homeported in Gulfport, MS.

Mr. O'Donnell holds a Bachelor's Degree in Mechanical Engineering from the University of Lowell in Massachusetts and a Master's in Mechanical Engineering from The Pennsylvania State University.
