As General Counsel, Mr. Jason Baltimore manages a team of attorneys and legal staff in advising the Architect of the Capitol (AOC) on a myriad of relevant legal matters including appropriations/fiscal law, administrative law, contract/procurement law, employment law, environmental law, ethics, labor law, legislative law, occupational safety and health, operational/security law, real estate law, and tort claims. In addition, his office represents the AOC in administrative proceedings; prepares litigation reports to the Department of Justice (DOJ) in suits filed against the AOC; and acts as agency liaison with DOJ attorneys.

Before joining the AOC, Mr. Baltimore served in the U.S. Navy as an attorney for the Navy Judge Advocate General's Corps and as a supply officer for the Navy Supply Corps.  

As an attorney, Mr. Baltimore managed over 100 attorneys (U.S. and Spanish) and support personnel (U.S. military, and U.S. and Spanish civilian) in various legal disciplines to include administrative law, compliance/risk management, criminal law, international law and treaty interpretation, legislative law, military personnel law, national security law, and operational law. During this time he also deployed to Iraq where he provided legal advice and training on policy and operational matters affecting U.S. and Iraqi detention facility and operations throughout Iraq. 

As a supply officer, Mr. Baltimore managed 30 military and civilian personnel in the provision of supply logistic and material services onboard the U.S. Navy aircraft carrier USS RANGER (CV-61); and he oversaw high priority supply aviation material for the Lockheed S-3 Viking anti-submarine aircraft attached to Naval Air Station North Island, California. During this time he also deployed twice to the Persian Gulf as part of Desert Shield/Desert Storm.

Mr. Baltimore received his Bachelor of Arts degree in government from Cornell University in 1990 and his Juris Doctor degree from UCLA Law School in 1998.

In September 2012, Mr. Baltimore retired from the U.S. Navy after serving over 22 years. Mr. Baltimore's numerous decorations include the Bronze Star Medal for his tour of duty in Iraq, as well as 25 additional personal and campaign award medals and ribbons.
