Facility Manager
Supreme Court Building and Grounds

As the Facility Manager for the Supreme Court Building and Grounds, Mr. Joe Campbell oversees the jurisdiction that operates and maintains the Supreme Court of the United States and the Thurgood Marshall Federal Judiciary Building. His staff provides a variety of trades and skills including electrical, electronics, plumbing, heating and air conditioning, landscaping, facilities management, and project management.

Mr. Campbell is a Navy Civil Engineer Captain with over 25 years of experience in naval expeditionary operations and construction; facilities planning, construction, operations, and maintenance; financial management and budget; human capital resource management; and environmental planning and compliance.

Before joining the Architect of the Capitol in 2016, Mr. Campbell was the Director of the Pacific Programs Office in the Office of Assistant Secretary of the Navy (Energy, Installations and Environment) at the Pentagon where he orchestrated Endangered Species Act Section 7 consultation efforts with the U.S. Fish and Wildlife Service for the $8.6 billion military relocation to Guam.

Previous positions for Mr. Campbell also include: Commanding Officer, Amphibious Construction Battalion TWO (Virginia Beach, VA); Facilities and Environmental Director, Navy Installations Command (Washington D.C.) and Officer in Charge of Construction, Marine Corps Installation West (Camp Pendleton, CA).

Mr. Campbell has a Bachelor of Science degree in mechanical engineering from the U.S. Naval Academy and a Master of Science degree in civil engineering, construction management, from the University of Texas. He also attended the Advanced Executive Program at the Kellogg School of Management, Northwestern University. He is a registered Professional Engineer in Alabama as well as a Level III warranted Contracting Officer.  

Along with numerous military awards, including the Legion of Merit (four awards) and Bronze Star Medal; he is a qualified Seabee Combat Warfare Officer, a Surface Warfare Officer, and a Naval Parachutist. Mr. Campbell is also the recipient of the Society of American Military Engineers Moreell Medal.
