Telora Dean is the Chief Administrative Officer (CAO) for the Architect of the Capitol (AOC). In this role, she is responsible for providing administrative and business support and overseeing the following AOC organizations: AOC University; Curator Division; Diversity, Inclusion and Dispute Resolution; Human Capital Management Division; Information Technology Division; Office Services Division; Supplies, Services and Material Management Division; and Policy and Special Programs Division.

Professional Experience

Dean has over two decades of federal experience and has been a member of the Senior Executive Service since 2012.

During Dean's executive tenure, she held pivotal leadership roles at the United States Department of Agriculture. Notably, she served as the Chief Operating Officer for the Food and Nutrition Service. In this capacity, she shared responsibility with the Agency Administrator for strategically delivering agency programs and services through a $100 billion program and operations portfolio. As the Deputy Chief Operating Officer for the Farm Production Conservation Service, she supervised over 15 senior executive service members and provided business operations and management for four mission area agencies with oversight of a budget over $6 billion and a staff complement of over 20,000 employees. During her tenure as the Acting Deputy Administrator for Management for Rural Development, Dean was an executive principal in providing direction and oversight to a $628 million annual appropriations and $38 billion loan portfolio to support efficient program delivery and service to rural America.

Throughout her career, she has demonstrated her ability to unify operations and streamline administrative services across various business disciplines, including Budget and Finance, Human Resources, Acquisitions Management, Facilities Management, Information Systems, Administrative Services, and Customer and Employee Engagement.

She is a seasoned executive that provides coaching and mentoring to support employees' professional growth and development. Education

Dean holds a Bachelor of Science degree in Business Management from Alabama Agriculture and Mechanical University and a Master of Art degree in Human Resources from Marymount University. In 2013, she completed the American University Key Executive Leadership Certification Program. Additionally, she has enriched her executive leadership skills through courses at Harvard University, George Washington University, and the Office of Personnel Management Executive Institute.
